MORIGAON: The National Informatics Centre (NIC), Morigaon, has achieved a significant milestone by developing a mobile application that streamlines the collection of voter statistics at the field level during the Panchayat elections. This app, named Voter Turnout, was designed specifically for presiding officers to ensure a simpler and error-free process of collecting male, female, and third-gender voter data on polling day. The initiative was spearheaded under the leadership of Morigaon District Commissioner Devashish Sharma.
The application was developed by Technical Director and District Informatics Officer (Scientist-E) of NIC Morigaon, Manika Pathak, with support from Additional District Commissioner Sulakshana Barpathragohain and NIC Guwahati. A dedicated team of 16 IT personnel and experts from the Data Management Cell worked tirelessly to implement the app. The NIC Guwahati team was led by Hiranmoyee Goswami, Head of E-Prayuktisewa Services, NIC Assam.
The app proved to be highly effective on polling day, May 7, when around 94 percent of the data was collected through it. In contrast to earlier methods, which relied on verbal communication via mobile phones and were prone to errors, the app enabled presiding officers to upload data promptly and accurately. The use of this app brought a new level of transparency and efficiency to the election process and was well-received by all presiding officers.
Manika Pathak and her team provided training to 969 presiding officers in the district, ensuring smooth adoption of the technology. She expressed gratitude to the District Commissioner, NIC staff, and all presiding officers for their cooperation and commitment to embracing digital innovation. Pathak also shared hopes for future improvements to make the app even more user-friendly by adding new features.
