Probe into police firing in North Garo Hills

SHILLONG: Former judge of Gauhati High Court Justice BD Agarwal who headed the probe into the police firing at on three villagers at Resubelpara in North Garo Hills district on March 6, 2017, has suggested a slew of measures to prevent such incidents in future.

It may be mentioned that Justice BD Agarwal (retd) had submitted the judicial inquiry report into the firing incident which took place at Resubelpara-Kaldang in North Garo Hills on November 14 last year.

Retired Justice Agarwal had recommended that the grievously injured Milseng Sangma be given compensation of Rs 1.5 lakh, while Tubal Sangma and Janrak Sangma who received minor injuries will get Rs 1 lakh each.

He also recommended for automation of check gates because according to him it was found that most of the police check gates were being operated manually.

The commission also recommended that the Police Department must adopt modern technologies, like using of high resolution searchlights and using spike strips instead of using gun shots to deflate the tyres of the vehicle which resulted in injuries to the three villagers.

Agarwal also recommended sensitisation programmes on human rights. According to him, the police force should be adequately sensitised about the human value and the rule of law in a democratic country.

He also recommended that the government can improve the school syllabus if necessary and hold awareness camps in the State regularly.

He also recommended that the officers of the police force requires skill development training programmes to improve their efficiency.

State Home Minister, James K Sangma informed that on the recommendations spelt out by the inquiry commission, the government has proposed to take necessary action and process the recommended amount as ex-gratia to the victims.

Sangma also informed that the State Cabinet on Tuesday has requested the Education Department to improve the syllabus on human rights.

“...for which the Education Department is of the view that human rights must be part of the syllabus and the same will be taken up during the State curriculum framework design which is likely to be notified soon,” the Home Minister said.

Sangma also said the government would request the Meghalaya Human Rights Commission to hold awareness camps in the State regularly and for the police headquarters to initiate action on the recommendation of the commission.
