Meghalaya: Prohibitory Orders Enforced Ahead Of Khasi Hills Autonomous District Council Elections

The Model Code of Conduct for the KHADC 2025 election enforces strict rules on cash, gold, posters, arms, and public property to ensure a fair election.

SHILLONG: With the upcoming General Election to the Khasi Hills Autonomous District Council (KHADC) in 2025, the Model Code of Conduct has been enforced immediately and will remain in effect until the completion of the election process.

To keep the election fair and peaceful in Ri Bhoi District, the District Magistrate of Nongpoh has made a rule under the Bharatiya Nagarik Suraksha Sanhita (BNSS), 2023. This rule stops people from carrying more than Rs. 50,000 in cash or gold and silver without papers. It also prohibits writing on walls, putting up posters, or displaying banners on public property without permission. Political parties, candidates, and election agents must follow these rules.

Further, the order imposes a ban on carrying arms and explosives within Ri Bhoi District until the election process is completed. However, this restriction does not apply to law enforcement personnel, including police, Home Guards, Forest Personnel, BSF, and CMPF personnel. All gun license holders must give their weapons and a copy of their license to the nearest police station within 14 days of this order.

Any violation of these provisions will result in prosecution under Section 223 of the Bharatiya Nyaya Sanhita, 2023, along with other applicable laws. This order starts immediately and will remain in effect until the election is over.

In a similar directive, Sub-Divisional Magistrate Mark A. Challam of Sohra Civil Sub-Division, East Khasi Hills District, has also enforced the Model Code of Conduct for the KHADC General Election 2025. His order also bans carrying large amounts of cash, gold, or silver without proper documents. It also forbids putting up posters, banners, and hoardings on public property without permission. Political parties, candidates, and their agents must strictly follow the election rules.

The order applies to both the public and political parties. It warns that anyone who breaks the rules will face legal action under Section 223 of the Bharatiya Nyaya Sanhita, 2023, and other laws. The order will stay in effect until the election ends unless changed or canceled.
