Scam In Saubhagya Scheme In Meghalaya, Alleges Dr Mukul Sangma

SHILLONG: Meghalaya Opposition leader Dr Mukul Sangma has alleged that there is a scam in the implementation of the Saubhagya scheme in the State.

He also said that the contract awarded was more than 50 per cent of the schedule of rates of the total projected estimated cost which was based on the DPR (Detailed Project Report) preparation by the MeECL (Meghalaya Energy Corporation Limited).

The Opposition leader also alleged that the MeECL CMD (Chairman-cum-Managing Director) has sent a letter to the official concerned at the level of the SDO, to prepare the bill and submit it directly to the Chief Engineer of MeECL distribution and pass the bill.

“For the first time in the history of Meghalaya, a bill has been asked to be prepared by the SDO concerned and to submit it directly to the Chief Engineer without allowing it to go through the normal process,” Dr Sangma alleged.

He added that “the whole exercise that has been resorted to has proved beyond reasonable doubt that there has been a collective effort by all those greedy people in power to engage in criminal conspiracy.”

“I have also inputs which indicate that the bill which has been prepared is based on another manipulation in the tender agreement,” he alleged.
