AIZAWL: The Mizoram government has claimed a significant achievement in the collection of revenue where it collected more than Rs. 8.58 crore through stamp duties and land registration fees alone during the first eight months of the current fiscal year.
It was announced during the review meeting presided over by Chief Minister Lalduhoma, which covered the performance of the Land Revenue and Settlement Department and the Food, Civil Supplies and Consumers Affairs Department.
Revenue Secretary Vanlalmawia also identified this very bill, the Indian Stamp (Mizoram Amendment) Bill, 2024, as among the major strategic measures that helped to result in revenue gain. It increased stamp duty rates for property transactions from 1% to 3% under this legislation. These new rates cover all forms of connected transactions, including gifts, mortgages, land acquisitions, etc., said B. Lalchhanzova, Minister of Land Revenue and Settlement.
In addition to increasing revenue, the government is also leading modernization efforts. Plans to set up a revenue court in the state are underway, and the online tax payment system, which is already operational in the AMC area, will be rolled out statewide from the next fiscal year. Launched in 2022, the digital payment platform has dramatically improved efficiency and accessibility.
To improve land management, the department is digitizing the record of lands and preparing Record of Rights, a comprehensive legal document to substitute the traditional Land Settlement Certificate (LSC). So far, 3,59,331 records are digitized, 1,155 digitally signed property cards issued, and 94,154 land parcel identification numbers generated.
These steps are indicative of Mizoram's commitment towards modernizing governance and improving transparency as well as efficiency in its land and tax management systems.
