Academic seat reservations for six ethnic groups

GUWAHATI: The State Cabinet today decided to streamline the process for the setting up of new MSMEs (Micro Small and Medium Enterprise) by easing out most of the prerequisite licences or no-objection certificates (NOCs), barring NOCs for power connection and fire safety measures.
According to the existing rules, GST clearance certificates, trade licences, pollution clearances, etc. are a must before the establishment of an industry in the State. However, the Cabinet today eased out the process and allowed the investors to set up their units in the state just by receiving an ‘Acknowledgement Certificate’ from the State Nodal Agency by submitting the ‘Declaration of Intent’. Such units will have to fulfil all these requirements within three years. This undertaking has, however, excluded the power and fire safety components. And these benefits are open to companies that will invest up to Rs 50 crore in the state.
Briefing the media after the Cabinet meeting, Industries and Commerce Minister Bimal Borah said, “An entrepreneur keen to invest in Assam has to spend at least one year to get various NOCs and licences. To put an end to this red tape, the Cabinet today decided to ease out the process.”
PHE Minister Jayanta Mallabaruah also briefed the media and said, “The Cabinet today decided to provide bicycles to the students of class IX and approved Rs 167 crore for the purpose. This measure will benefit 3.78 lakh students in class IX. From the next academic session on, the HS-passed students securing 75 percent or above marks will only get Scooty. However, this year, girls securing 60 percent or above and boys securing 75 percent or above marks in the HS examination will get Scooty.”
Mallabaruah further said, “The Cabinet today finalized seat reservations for six ethnic groups—Morans, Tea Tribes, Mottocks, Koch-Rajbongshis, Chutias, and Tai Ahoms—in the Agriculture University, B.Sc. Nursing, and ANM/GNM Training Schools. Tea Tribes will have eight seats, Morans will have three seats, Mottocks will have three seats, Koch-Rajbongshis will have six seats, Tai Ahom will have four seats, and Chutia will have four seats reserved in the Agriculture University.”
Mallabaruah said, “The additional seven lakh Orunodoi beneficiaries will get Rs 1,250 per month from September 10 this year.”
The minister said that the Cabinet brought some amendments to the rules meant for school management committees. According to the amendments, each school management committee will have an elected PRI (Panchayati Raj Institutions) member, a school teacher, and two alumni. The Cabinet also decided to write to the Indian Olympic Association (IOA) seeking approval for hosting the National Games in Assam in 2025 or 2027.
