GUWAHATI: Assam has to submit 64 pending Utilization Certificates (UCs) worth Rs 124. 63 crore to the North Eastern Council (NEC).
According to the latest data of the NEC as on May 31, 2022, Assam has to submit UCs worth Rs 124.63 crore to the NEC. In the last 18 years, the NEC has released funds amounting to Rs 1281.46 crore to Assam to implement various development projects and the State has so far utilized funds amounting to Rs 1,119.78 crore. A total of 64 UCs for Rs 124. 63 crore have not been submitted. Assam ranks second among the eight north-eastern states for pending UCs. Nagaland tops the list with 38 pending UCs of Rs 125.45 crore.
In Assam, the Transformation and Development Department – formerly known as the Planning and Development Department– is the nodal department for monitoring the schemes and projects implemented under NEC fund. The schemes are implemented by the various departments. The Transformation and Development Department has to seek the UCs from the various departments and submit the same to the NEC. The departments often do not send the UCs on time due to which some UCs remain pending in the NEC database.
