GUWAHATI: The Sadou Asom Bihu Sanmilani (SABS) and the Brihattar Guwahati Bihu Samannay Rakshi Samiti (BGBSRS) have sought reconsideration or relaxation of the SOPs (Standard Operating Procedures) for Bihu celebrations as Bihu functions cannot be closed by 11 pm.
In a joint press conference here on the issue on Saturday, SABS leader Pranab Goswami said, "Bihu functions can't be concluded by 11 pm as stated in the SOPs. We're also against the compulsory COVID tests by Bihu organizers. The government seems to pass its responsibility of checking the spread of COVID on Bihu committees.
"The government didn't follow any rules during the Assembly election in the State. However, when it comes to the celebration of festivals it is imposing all rules.
"We, all Bihu committees, are going to stage protest against the government's SOPs on Bihu functions at Latasil Playground on Sunday. All Bihutalis have completed 80 per cent of their works. If the Bihu is not celebrated, the government will have to compensate the amount."
Meanwhile, the Bihu committees also opposed the Central government deleting Rongali Bihu from its holiday list.
The SOPs spells it that (i) all organizers and volunteers of such events will have to test their COVID status three days before the event and after it.
(ii) All such events should be closed by 11 pm.
(iii) All event sites should be spacious and be kept open on all sides.
(iv) Physical distance has to be maintained.
(v) Organizers must take measures to avoid crowd.
(v) Each and every participant has to be thermal screened before the entry to the function.
(vi) Wearing of mask is mandatory.
(vii) Provisions for hand sanitizers have to be made at the gate and nearby areas, including the parking places.
(viii) The venue has to be sanitized before the event and after it when the crowd leaves.
(ix) The organizers have to seek permission from the district administration concerned and mention the number of people likely to gather. They should also mention the capacity of the event site or venue.
(x) The venue should have multiple entry and exit gates.
