Can Assam Land Revenue Service (ALRS) speed up land revenue works?

GUWAHATI: Dispur is doing something tangible with the introduction of the Assam Land Revenue Service (ALRS) leading to the recruitment of revenue service cadres, apart from ACS cadres. The move is solely aimed at putting an end to people moving from pillar to post in revenue circle offices to get land-related works done. There are allegations that for getting their land-related works done people in the State have to sweat it out.

This new cadre has been necessitated in Assam due to preoccupation of the ACS cadres. Even though lower-rung ACS cadres are especially recruited for land revenue-related works in the State, such cadres are mostly preoccupied with law and order, development works, now in NRC duty, election duty, meeting emergency situations, including disaster management etc. The preoccupation of ACS cadres leads to works in revenue circle offices getting piled up for years and on. Now the situation in the department is horrible.

With a view to getting out of such a pathetic situation in the department, the previous government in 2015 took the decision to create a separate land revenue service cadres in line with the ACS cadres so that such officers can exclusively look after land revenue-related works.

Finding merit in the decision of the previous government, the BJP-led coalition government at Dispur adopted the same policy and started appointment of land revenue service cadres after being selected by the Assam Public Service Commission (APSC).

On Monday, the APSC provided the final merit list of 60 revenue service cadres for appointment to the Personnel Department, Assam. Now the department will issue appointment letters to the 60 candidates after completion of their police verification and medical test. After appointment, they will have to undergo training at the Assam Administrative Staff College before their posting to the Department. By March next, all these 60 cadres will get their posting.

Sources in the Personnel department said that the target strength of land revenue service cadres in the Revenue Department in the State is 175. While 59 such cadres were appointed last year, 60 have been selected for appointment this year, the sources said. The APSC is likely to hold the preliminary examination for 55 other land revenue cadre posts in December-end this year.

Will these officers going to be appointed be able to dispel people’s woes? A million dollar question!
