Declared Foreigners Can't Stay in Assam: CM Himanta Biswa Sarma

CM Himanta Biswa Sarma says declared foreigners won't stay in Assam, will be pushed back across the border at the earliest.

Guwahati: Chief Minister Dr Himanta Biswa Sarma asserted that those declared foreigners by courts will not be allowed to stay in Assam. They will be pushed back across the border at the earliest.

The Chief Minister said that around 30,000 declared foreigners have disappeared, and it is the duty of the state government to locate and deport them. There are two types of Bangladeshis—those that try to enter the state and are immediately pushed back and those that are declared foreigners by the foreigners tribunals (FTs). Among the declared foreigners are those who have appealed before the courts regarding their citizenship, and they will not be detained by the government. But those that have not done so are being pushed back. The Supreme Court has issued directions regarding the pushing back of the declared foreigners, and the state government is implementing the order.

From the time of the NRC updating work, the hearing and disposal of cases by the FTs had almost come to a halt. But in the last conference with Superintendents of Police in Dergaon, it was decided that the hearing process in the FTs will be speeded up.

On various circles opposing the move to provide arms licences to indigenous people in vulnerable pockets, the CM said the Constitution provides for people to live in vulnerable areas, and there is no law that prohibits the issue of arms licences to them, albeit through existing norms. There is a section of the people that engage in criticising the government in each and every work that is done, and this has become a habit for them. He also clarified that the arms licence scheme is not applicable in areas along the interstate borders. Also that the licences are given under the Arms Act, 1959, and Rule, 2016. Moreover, the licence is not transferable and will be cancelled if it is misused. The Home & Political Department is mandated with monitoring the whole procedure.
