Dispur spells out rules for teachers’ study leave in Assam

The Department of School Education has asked the Directors of Elementary Education, Secondary Education, and SCERT to ensure that teachers and lecturers seeking NOCs from the department for pursuing higher education like B.Ed., Master’s Degree, Ph.D., etc., fulfil the specified conditions.

GUWAHATI: The Department of School Education has asked the Directors of Elementary Education, Secondary Education, and SCERT (State Council of Educational Research and Training) to ensure that teachers and lecturers seeking NOCs (no-objection certificates) from the department for pursuing higher education like B.Ed., Master’s Degree, Ph.D., etc., fulfil the specified conditions.

In an office memorandum sent to the three directors, the Secretary, Department of School Education, made it clear in no uncertain terms that the pursuit of higher studies by a large number of teachers at a time may hamper the normal classes in the educational institutions and may invite a deterioration of the standard of education. After careful consideration of all aspects, including the interest of the students, the department has decided that while forwarding the application for pursuing higher studies, the directors concerned should see that the teachers adhere to it.

(1) Lecturers and teachers shall submit their applications for pursuing higher studies to the government through a proper channel at least three months in advance for permission.

(2) While forwarding the application for pursuing higher studies, the directors shall ensure that, in no case, the student of the institution shall suffer anyway, and the directors shall certify to this effect.

(3) The teachers or lecturers, after attaining a degree or diploma on completion of higher studies, shall not claim any additional benefits such as promotion, advance increment, etc., for it, and an undertaking to this effect shall be executed in the form of an affidavit before pursuing such studies.

(4) The institute where the study is proposed to be pursued shall be a university or an institute recognised by UGC and any other appropriate authority.

(5) The lecturers or teachers must not reach the age of superannuation from the government service within five years from the date on which they are expected to return to duty after expiration of leave, if any.

6) Not more than two lecturers or teachers be allowed to pursue higher study subject-wise during the calendar year from each institute,

(7) No lecturer or teacher shall proceed to such higher studies without permission from the government in the Department of School Education.

(8) If any lecturer or teacher does not fulfil the above criteria,his or her NOC shall be liable to be withdrawn forthwith.

The Department further said that the teachers and lecturers seeking NOC for study leave should satisfy the conditions stipulated under Rule 3 of the Assam Study Leave Rules, 1963.
