DoNER sets monthly expenditure targets to spend Rs 5,915 crore for FY 2025-26

Guwahati: For the financial year 2025-26, the Ministry of Development of North Eastern Region (DoNER) has been allocated Rs 5915 crore. In this financial year, DoNER is using monthly expenditure targets, in accordance with the modified cash management system in central government. This system has been adopted to ensure 100% fund utilisation by DoNER.

The utilisation of funds for schemes implemented by the DoNER witnessed a sharp decline in recent years. Compared to the 100 per cent utilisation of DoNER funds from 2019-20 to 2021-22, the fund utilisation in the financial years of 2022-23 and 2023-24 was only 40.42% and 33.55%, respectively.

According to a statement on detailed demands for grants of DoNER for 2025-26, DoNER has now targeted an expenditure of Rs 1,211 crore in the first quarter of the current financial year (FY). The target for the second quarter of FY 2025-26 is Rs 1,494 crore. The third quarter’s targeted expenditure is Rs 1,555 crore. For the fourth and last quarter (January to March 2026) of 2025-26, the expenditure target is Rs 1,652 crore. In case of full utilisation of the DoNER funds for the entire FY 2025-26, the expenditure will amount to Rs 5,915 crore.

The statement also mentions the provision for state-wise budget allocation for DoNER against PM-DevINE schemes in FY 2025-26.   Some projects under PM-DevINE are currently underway in the state of Assam. An allocation of Rs 50.44 crore has been made for the project named ‘Transformation of 20 schools as Centre of Excellence in the Kamrup district’. An amount of Rs 67.86  crore has also been earmarked for the upgradation and widening of the existing two-lane road from LGBI Airport to Dharapur Junction, via Gorol, to a four-lane one.

Similarly, for the establishment of a centre to provide dedicated services for the management of Paediatric and Adult Haematolymphoid Cancer in Guwahati, an amount of Rs 114 crore has been allocated under PM-DevINE for Assam.
