GUWAHATI: The State Government employees get their salaries, DA (dearness allowance) hike and other perks in time. Despite all these, why should the government remind the employees to be in the office on time?

The State Chief Secretary appealed to the employees two days back to be in their offices by 9.45 am. When the government becomes strict on the arrival time of employees, the employees become regular in their attendance. However, with time passing by, the employees are back to square one.

The government monitored the arrival of employees for five days in September this year. It found over 90 per cent of employees arrived in offices on time. Gradually, the employees have started to come to offices late. And that needed the Chief Secretary to remind the employees.

In his circular to section officers regarding the arrival time of employees, the Chief Secretary said, "To make the punctuality in the work culture of the Janata Bhawan a habit, I request you to ascertain the attendance situation for a fortnight in a manner similar to the last exercise… from 7 November to 19 November 2022."

According to sources, the government has entrusted 86 section officers to keep tabs on the arrival and departure times of employees of all the Janata Bhawan blocks. The section officers will monitor employees' punctuality in other sections, not their own. Section officers will have to keep records of the arrival and departure times of employees in specified formats.

A senior officer said, "An employee coming to the office on time comes under his goodwill. We cannot make them stick to punctuality by force. That will affect the work culture. Goodwill of the employees is a must for the development of work culture. The government fulfils employees' requirements. It is their turn to reciprocate the government and the public through services."
