Assam: North Cachar Hills Council Holds Special Budget Session for 2025-26

Haflong: North Cachar Hills Autonomous Council conducted its special budget session for the financial year 2025-26 which was held at NCHAC session on Monday. The budget was presented by Donpainon Thaosen, executive member in-charge of finance.

In the budget speech, Thaosen expressed his honour and privilege in presenting the 13th budget estimate for the North Cachar Hills Autonomous Council.

The detailed financial plan included both receipts and expenditures of the council. Thaosen emphasized the strengthened fiscal framework, and the enhanced discretionary powers of the council, citing the Government of Assam’s continued support.

The total budget estimate for 2025-26 stands at Rs 1,002,11,14,000, which includes Rs 312,66,57,000 for SOPD and Rs 689,44,57,000 for establishment expenses. Notably, the government has also allocated Rs 75,00,00,000 as a Special Grant to the Council.

Further, a provision of Rs 35,19,91,000 under E.E. has been made to address pending salaries and gratuities of the council employees, the salary of Class I and II officers, and officers on deputation under NCHAC.

To ensure financial discipline, Thaosen emphasized the inclusion of unspent fund balances from previous financial years, amounting to Rs 151,00,00,000, into the current budget. The Council aims to utilize these resources judiciously for the welfare and development of the region.

Additionally, the Council’s estimated revenue receipt for the financial year 2025-26 is projected at Rs124,79,29,000, against an estimated total expenditure of Rs269,75,07,000. Efforts to enhance revenue generation through taxation, land revenue, royalties from coal, limestone, and other forest products, among others, are underway.

While the budget reflects a closing deficit of Rs 144,95,78, the council remains committed to addressing this gap through strategic initiatives and sound financial management. The session was attended by chairman Mohet Hojai, executive members and members of autonomous council.
