DIBRUGARH: The historic DHS Kanoi College and the Pollution Control Board signed a Memorandum of Understanding (MoU) with the aim of taking measures to reduce air, soil, water, and noise pollution in Dibrugarh district.
According to the MoU, DHS Kanoi College and the Pollution Control Board have already done a lot of public welfare works. In the past, as a part of the initiative, noise pollution levels were measured in different parts of the city.
Effort is also being made to determine the amount of noise generated at various areas of the city at different times. The city is facing health hazards due to the sounds generated from vehicles and other sources of noise. Therefore, after much discussion, DHS Kanoi College and the Pollution Control Board have selected several areas of Dibrugarh district as educational, health, entrepreneurial, and residential areas and appealed to the Dibrugarh District Commissioner to declare them as Silent Zones and horn prohibited areas (No Honking Zone).
The letter to the Commissioner states that the Noise Pollution Control Rules, 2000 provide for noise pollution control under Rule 3(2) and Rule 4(1).
In order to reduce air, soil, water, and noise pollution in Dibrugarh district, steps can be taken to declare selected areas as quiet areas and horn prohibited areas as per the rules. Such areas may include hospitals, educational institutions, courts, religious places, or any such other area.
In a letter to the District Commissioner, it was stated that the concerned authorities may declare industrial, commercial, and residential areas as Quiet Zones or No Horn Zones within their respective jurisdictions.
The letter to the Commissioner said that as part of the Memorandum of Understanding signed between Kanoi College and the Pollution Control Board, the two institutions have called for implementation of such effective measures taking into consideration the overall wellbeing of the society. This will protect all the people from an environment that can harm their health. The letter urged the District Commissioner to declare selected areas of the district as Quiet Zone and No Horn Zone with immediate effect.
