AIZAWL: Mizoram Chief Minister Lalduhoma informed the Assembly on Monday that government employees unfit to perform official duties due to terminal illness will be offered voluntary pension under the newly-introduced Special Voluntary Retirement Scheme, 2024.

Service review committees are being set up across all departments to identify non-performing employees unable to carry out their responsibilities due to health or other reasons. The chief minister clarified that the scheme aims to provide employees with an honourable exit rather than dismissal.

“Our government has introduced a special voluntary pension scheme for employees. Any employee who is no longer fit to execute his or her duty is expected to apply for voluntary pension under the scheme. We are not trying to sack the employees but give them an opportunity for their honourable exit,” Lalduhoma said.

The Mizoram Special Voluntary Retirement Scheme, 2024, notified in January, is applicable to regular employees governed by CCS Rules, 1972, who have not completed 20 years of service, as well as employees under the Mizoram New Defined Contributory System, 2010.

Meanwhile, the issue of government employees engaging proxies has been prevalent in Mizoram. The Zoram People’s Movement government, after assuming office in 2023, vowed to eliminate the illegal practice and instructed employees hiring proxies to report to their respective departments. A survey later revealed that 3,365 employees from 44 departments were involved in proxy hiring, with over 2,000 citing health problems and 703 pointing to domestic issues as reasons.

In June last year, the government directed such employees to report to their designated posting places within 45 days. Lalduhoma stated that there are currently no reports of proxy hiring but warned that stringent action would be taken against offenders.
