Assam: Guidelines issued for scooter distribution to class XII students

The Government of Assam’s Higher Education Department has issued detailed guidelines for distributing scooters to students securing 80% or above marks in the HSSLC Examination 2025

Guwahati: The Government of Assam’s Higher Education Department has issued detailed guidelines for distributing scooters to students securing 80% or above marks in the Higher Secondary School Leaving Certificate (HSSLC) Examination 2025 under the Dr. Bani Kanta Kakati Merit Award of the Pragyan Bharati Scheme.

The initiative, implemented by the Directorate of Higher Education (DHE), covers both girl and boy students, aiming to encourage academic excellence, promote higher education, improve mobility, and enhance the state’s Gross Enrollment Ratio (GER).

As per guidelines, to qualify, students must have scored at least 80% in the 2025 Higher Secondary examination conducted by the Assam State School Education Board (ASSEB). Those under “betterment” or “reappearance” categories are not eligible. Applicants must be residents of Assam, though students studying outside the state can apply if they hold a valid PRC. The scheme will be entirely application-based, with no offline submissions accepted.

Each student will receive an Appreciation Certificate, scooter, helmet, and government-covered registration and insurance costs. Dealers are not permitted to charge beneficiaries any fees for these services. No payment will be made for additional accessories.

In the event of a beneficiary’s untimely death, the legal guardian may choose whether to collect the scooter. Importantly, recipients of this award will not be eligible for the Nijut Moina Scheme, though girl students can opt out of the scooter award to avail themselves of Nijut Moina benefits.

The government has emphasized that nodal principals must promptly release registration and insurance funds to dealers after verifying beneficiary details to ensure smooth distribution.

The DHE will collect the list of eligible students from ASSEB and publish on the Directorate’s official website. Beneficiaries must fill out an online application, after which nodal principals will coordinate the distribution.
