Guwahati: The Assam State Primary Teachers Association (ASPTA) has welcomed the State Cabinet’s decision to create head teacher posts in primary schools with a student ’enrolment of 50 or above. The decision was taken on Thursday at a state cabinet meeting held in Dibrugarh. Previously, head teacher posts were sanctioned only in primary schools with an enrolment of 100 or more students.

ASPTA general secretary Ratul Chandra Goswami stated, “The demand for the creation of head teacher posts in primary schools has been pending for 50 years. The goodwill that Chief Minister Dr Himanta Biswa Sarma has shown in addressing this issue will remain inscribed in history with golden letters.”

He further added, “Our association has been demanding the creation of head teacher posts since 1982. On August 2, 2023, after 44 years, the State Cabinet made a decision regarding this demand for the first time. However, due to a misinterpretation of a phrase in the Right to Education (RTE) Act, the proposal did not materialize. The initial decision stipulated that head teacher posts would be created only for primary schools with an enrolment of 151 or more students, a move we strongly opposed. We informed the Chief Minister about the misinterpretation of the RTE Act regarding this matter. Finally, on March 20, 2025, the government approved the creation of head teacher posts, and we deeply appreciate this decision.”

On Friday, ASPTA sent a letter to CM Sarma through the Director of Elementary Education (DEE), expressing gratitude for the decision.
