Guwahati: In a move to ensure accurate verification of pay fixation and minimize instances of excess salary drawals, the Government of Assam's Finance (Audit & Fund) Department has constituted district-level standing committees. The directive mandates the formation of committees tasked with thorough scrutiny and analysis of pay fixation records of state government employees, particularly non-gazetted personnel.
According to the order, each committee will comprise a chairman and four members. These committees are responsible for verifying all pay fixation records related to promotions, upgradation, Modified Assured Career Progression (MACP) benefits, and other revisions, ensuring correctness throughout an employee's service period.
Departments must ensure all relevant data are presented to the committees, and any discrepancies must be addressed within 15 days. The Directorate of Accounts and Treasuries will oversee the implementation and conduct periodic audits.
Key timelines of the standing committees include verifying documents at least 36 months before an employee's superannuation. The committees will meet in every 15 days, and quarterly progress reports will be submitted to the Finance Department. The order is effective immediately.
