NEW DELHI: In a major step towards regulation of online content, the Ministry of Information & Broadcasting (I&B) has issued a strict advisory to over-the-top (OTT) platforms and self-regulatory organizations. The advisory lays stress on the need for these platforms to abide by Indian laws and follow the Code of Ethics as provided in the Information Technology (Intermediary Guidelines and Digital Media Ethics Code) Rules, 2021.
This advisory comes in the wake of increasing concerns raised by Members of Parliament, statutory bodies, and the public at large about the ubiquity of obscene, vulgar, and pornographic material on online platforms. The matter was brought into focus even more during a recent sitting of the Parliamentary Standing Committee on Information Technology and Communications, especially with controversies surrounding content creator Ranveer Allahbadia.
The advisory mandates that OTT platforms strictly implement content classification rules, utilize parental locks for adult-rated material, and establish effective access controls to prevent minors from accessing inappropriate content. Furthermore, platforms are instructed to avoid broadcasting any content that is legally prohibited and to exercise caution when addressing sensitive subjects to prevent potential violations.
The Ministry has also appealed to self-regulatory bodies to actively undertake measures for monitoring and ensuring compliance with the set Code of Ethics. This effort showcases the government's intention to make sure digital content meets ethical as well as legal requirements, setting a stricter way for regulating online media in India.
