Arunachal proposes India’s first germplasm bank, bioincubator

ITANAGAR: Arunachal Pradesh Science and Technology Minister Dasanglu Pul has put forward a series of major proposals to the Centre aimed at promoting biodiversity conservation and fostering bioeconomic innovation in the state.

During a meeting with Union Minister of State (Independent Charge) for Science and Technology Dr Jitendra Singh in New Delhi recently, Pul proposed the establishment of India’s first ex-situ germplasm bank in the state to conserve rare and economically valuable plant species.

She also recommended setting up an Eastern Arunachal Regional Centre for Bioresource Management and Development to sustainably utilise the state’s vast ecological resources.

In an effort to encourage biotech entrepreneurship, Pul further proposed the development of a Bio-NEST Bioincubator at Roing in Lower Dibang Valley district, envisioned as a dedicated platform to support biotechnology startups and research ventures.

Highlighting administrative challenges, the minister also urged the Centre to expedite the release of core grant support to the Arunachal Pradesh State Council for Science & Technology (APSCS&T), citing the need to resolve staff-related issues.

“Our state is home to an incredible range of biodiversity. We must act now to preserve it while creating a strong foundation for scientific research and innovation,” Pul said.

She stressed that the initiatives aim not only to conserve natural wealth but also to translate it into sustainable economic opportunities for local communities. Responding to the proposals, Dr Jitendra Singh lauded the state government’s vision and reiterated the Centre’s full support.

He said that the transformation of the northeast since 2014 has been a priority under Prime Minister Narendra Modi’s leadership, noting significant improvements in infrastructure, connectivity, and human capital development.
