TEZPUR: In a significant administrative development, the Assam Government has declared Borchala in Sonitpur district as a new sub-division, as part of its second phase of administrative restructuring. Health and Family Welfare Minister and Water Resources Minister Ashok Singhal formally inaugurated the Sub-Divisional Commissioner’s Office on August 12, marking the official start of operations.

At an inauguration ceremony organized by the Sonitpur district administration, Minister Singhal cut the ribbon at the main entrance of the Sub-Divisional Commissioner’s office, formally marking its opening. The event was attended by Borchala MLA Ganesh Kumar Limbu, Sonitpur District Commissioner Ananda Kumar Das, Borchala Sub-Divisional Commissioner Kamal Barua, and AGP district President Ratul Nath.

Delivering the welcome address, Sonitpur District Commissioner Ananda Kumar Das explained the purpose of creating the sub-division. Speaking to the public, Minister Singhal stated that the concept of sub-divisions was introduced to bring the administration closer to the people and make governance more efficient. He explained that sub-divisions have been entrusted with more powers and responsibilities than a traditional sub-division (mahakuma), enabling them to function as more capable administrative units.

Following this, Minister Ashok Singhal inaugurated the Borchala Adarsha Hospital and dedicated it to the public. He inspected various sections of the hospital, including the registration desk, pharmacy, laboratory sample collection area, OPD, and maternity ward. Addressing the gathering, the minister reiterated the Assam Government’s commitment to providing quality healthcare to the people and ensuring a regular supply of free medicines in every government hospital.

He mentioned that the Health and Family Welfare Department, in collaboration with the Assam Medical Services Corporation Limited, has taken steps to ensure the availability of 353 essential medicines in all government healthcare centres in the state. He also urged the local community to remain connected with the hospital, saying that the people now had a renewed hope in public healthcare facilities.

The inauguration programme was attended by Borchala MLA Ganesh Kumar Limbu, National Health Mission Assam Mission Director Dr Lakshmanan S, Executive Director Dr Manoj Kumar Choudhury, Sonitpur Deputy Commissioner Ananda Kumar Das, and several other officials and staff from the health department.

Later in the day, the minister attended a state-level IEC awareness campaign meeting held at the Dhekiajuli Swahid Smarak Auditorium. As the chief guest, he said that awareness was the key to eradicating AIDS. The campaign aims to enhance public knowledge about HIV and AIDS, and spread information about modes of HIV transmission.

The minister stressed that the youth are the carriers of a society’s or a nation’s work culture and the driving force of its progress. The future of social life depends on the mindset of the present generation. He noted that values, ideals, and ways of thinking acquired from society are passed down to the next generation, shaping a new society over time. He therefore urged the youth to stay away from the negative factors that can lead to HIV/AIDS infection.

The awareness programme was attended by NHM Assam Mission Director Dr Lakshmanan S, Executive Director Dr Manoj Kumar Choudhury, Assam State AIDS Control Society Project Director Dr Indranusee Das, Sonitpur District Commissioner Ananda Kumar Das, Dhekiajuli Sub-Divisional Commissioner Dyotiva Bora, and many health department officials.
