DHUBRI: Apprehending breach of peace, the Dhubri District Magistrate promulgated Section 163 (1) across the district with immediate effect from Tuesday. The order was issued considering potential threats to public peace and harmony, and to ensure the safety of life and property of the public.
As per the directive, any gathering of five or more people in public places like streets, for purposes such as protests, meetings, or processions, is strictly prohibited. Without prior permission from the District Magistrate, all forms of public processions, assemblies, meetings, dharnas (sit-ins), strikes, etc., are completely prohibited. Carrying any kind of lethal weapons, including sharp objects, sticks, machetes, firearms, etc., in public places is also strictly banned.
Activities like road blockades, rallies, public meetings, protests, wall writings, poster-pasting, burning of effigies, and tire-burning are entirely forbidden. Civilians are also banned from wearing military uniforms. Forcible collection of donations from any vehicle, business establishment, or individual on national highways is strictly prohibited.
Invoking Section 163 (1) of the Bharatiya Nagarik Suraksha Sanhita (BNSS), 2023, the District Magistrate issued this order making it applicable throughout Dhubri district.
However, this order will not apply to the District Magistrate, police, army, paramilitary forces, doctors, nurses, other healthcare workers, and individuals with special permission. According to a source in the district administration, this immediately enforced order will remain in effect until further notice.
