SHILLONG: The Meghalaya Government has introduced the One-Time Special Industrial Closure Scheme for Mawmluh Cherra Cements Limited (MCCL) Unit, 2025, with the goal of ensuring fair compensation to employees and stakeholders affected by the plant's closure. The total amount allocated for implementing the scheme is Rs 98,25,92,649 (Ninety-eight crore, twenty-five lakh, ninety-two thousand, six hundred and forty-nine rupees).
According to the notification, the scheme includes the payment of 48 months' salary (basic + DA), calculated either as two months for each completed year of service, up to a maximum of 48 months, or as the monthly salary (basic + DA) for the remaining years of service, also subject to the 48-month cap.
Additionally, the scheme will cover gratuity as per the Payment of Gratuity Act, 1972, leave encashment for earned leave up to 300 days, and the settlement of all outstanding dues (such as salaries, overtime, arrears, loans, etc.).
The scheme will also comply with applicable pay revisions: for officers, it will follow the 5th Pay Revision of the State Government, and for Wage Board employees, it will adhere to the relevant norms.
The One-Time Special Industrial Closure Package for permanent employees of Mawmluh Cherra Cements Limited (MCCL), including the outstanding liabilities to settle the Home Guards, totals Rs 83,71,39,896 (Eighty-three crore seventy-one lakh thirty-nine thousand eight hundred ninety-six rupees).
An additional Rs 7,73,08,345 (Seven crore seventy-three lakh eight thousand three hundred forty-five rupees) is required to settle liabilities owed to suppliers and contractors.
As per the notification, the One-Time Special Industrial Closure Package to settle outstanding payments for 90 ex-employees amounts to Rs 6,81,44,408 (Six crore eighty-one lakh forty-four thousand four hundred eight rupees). The cut-off date for the implementation of the scheme is set for December 31, 2024, with all calculations and liabilities based on this date.
Mawmluh Cherra Cements Limited (MCCL), originally known as Assam Cements Limited, was incorporated on May 20, 1955. It was renamed MCCL in 1974 following the state bifurcation. The commercial production of the plant began on November 15, 1966, with expansions carried out through the installation of additional kilns in 1979 and 1985.
