Judicial commission submits CCE-2014 report

GUWAHATI: The Justice (retd.) Biplab Kumar Sharma Commission today submitted its report of the inquiry into the allegations of anomalies and malpractices in the conduct of the CCE (Combined Competitive Examination) 2014 by the APSC (Assam Public Service Commission).
The previous government had entrusted Justice (retd) Sharma to inquire into the cash-for-job scam in the conduct of the CCE-2013 by the APSC. And the present government entrusted Justice (retd) Sharma to inquire into the allegations of anomalies and malpractices in the conduct of the CCE-2014.
Justice (retd) Sharma had submitted the report of the CCE-2013 earlier, and today, on behalf of the Commission, ACS officer Tarali Das, secretary of the judicial commission, submitted the inquiry report of the CCE-2014 to the Principal Secretary to Home and Political, Niraj Verma, today. The report also has a synopsis of the inquiry report on the anomalies in the conduct of CCE-2013.
The extended term of the judicial commission expired on October 15, 2023, and Justice Sharma had written a letter to the government on October 12, 2023, stating his report had been ready for collection by the government. With no communication received from the government until yesterday, the Secretary of the Judicial Commission submitted the sealed report to the Principal Secretary, Home and Political Department.
According to sources, the sealed report has two parts—volume I and volume II—besides the supporting documents in a different box.
Though the report is a secret one, sources said that the arrest of 21 ACS and allied officers in the CCE 2014 by Dibrugarh Police was just. However, the Judicial Commission found irregularities, with more candidates qualifying for the CCE in 2014. Such officers are still holding their posts. The judicial commission also raised doubts over the final selection list (merit list) of CCE 2014 in its report. The judicial commission also observed procedural lapses in the appointment of the chairman and members of the APSC. The report pointed out the lapses and recommended the process to be followed for the selection of the APSC chairman and members. The report also raised questions over the role of the then Chief Controller of Examinations in the conduct of CCE-2014.
The report submitted today is crucial, as Chief Minister Himanta Biswa Sarma was on record saying last month that his government would take the final decision after clubbing the reports of CCE-2013 and CCE-2014. The state government has already formed a five-member committee with the Chief Secretary as the chairman to examine the reports of the judicial commissions.
Meanwhile, the Gauhati High Court also raised some questions regarding the cash-for-job scam in the APSC, leading the state government to form an SIT (Special Investigation Team) of the Assam Police.
