Guwahati: The Assam Cabinet took a host of decisions in its meeting on Wednesday, including preservation of water bodies, stopping VAT leakage, regularization of local body employees’ services, extending the license renewal period of fair price shops, ensuring inclusive education, etc.

The Cabinet approved the rules to protect and preserve the water bodies in urban areas of the state through the Assam Urban Water Bodies (Preservation and Conservation) Act. An official survey found 2,380 water bodies in urban areas, of which 90 are natural and the rest are man-made.

The cabinet approved the key rules to regularize the services of municipal employees. As a consequence of this, the jobs of 1,046 employees of 71 local bodies will be provincialized. The only criteria are that the employees should have joined the service before September 4, 2013.

In another key decision, the cabinet approved the mechanism to stop Value-Added Tax (VAT) leakage. The mechanism is to ensure monitoring of the movement of taxable goods from outside the state of Assam by notifying restrictions and conditions in respect of the import of goods into the state by road, rail, river, air, or post. The result of the mechanism’s approval will stop the illegal storage, sale, and resale of petrol and diesel immediately. The cabinet also approved the launch of a web portal to ensure 25% seat reservation for children from economically weaker sections in unaided private schools to comply with provisions of the RTE Act.

Moreover, the cabinet approved the utilisation of the Assamese language teachers’ services in both Assamese and other medium schools to ensure the benefit of students across the state.

The cabinet also approved the regular Statute of Bodoland University to ensure its smooth functioning. Approval was also given to the investment of Rs 42.72 crore to take up cluster development works in small industries. To streamline the operation of fair price shops, the cabinet approved the Assam Public Distribution of Articles (Amendment) Order 2025, extending the renewal period of licenses for fair price shops from the existing 3 years to 5 years.
