Guwahati: Chief Minister Dr. Himanta Biswa Sarma said that the Assam Budget 2025 lays a comprehensive roadmap to establish Assam as a front-runner state and builds upon the gains made over the past few years.
The CM said this after finance minister Ajanta Neog tabled the state budget for the financial year 2025-26 today in the Assam Assembly.
Later, taking to the media, the CM said, "The budget placed today is the picture of a future Assam, which will be able to lead India in the social, economic, political, and intellectual spheres. In spite of the upcoming election, our budget shows how confident we are. This budget is a reflection of our confidence, our emergence into the national scenario. In a way, this budget reflects the resurgence of Assam. I feel that, at the end of 2025-26, the budget expenditure of the state will be around Rs 1,75,000 crore. Assam is one of the lowest loan-taking states in the country. We are among the bottom five states in taking loans. The growth rate of Assam's GDP is higher than the national average. In the fiscal year 2023-24, India's growth rate was 10%, while Assam's was 19%. Assam should not be a dependent state. The state should make a contribution to the development of the country. Against India's growth rate of 10%, Assam's growth will be 13% this time. We can consider Assam a net contributing state."
The CM further said, "During her budget speech, the finance minister mentioned Assam's financial strengths. The net worth of the PSUs in Assam is around Rs 40,380 crore. For the future, Assam has Rs 7,484 crore deposited in the RBI. The net worth of the state is around Rs 60,000 crore. For the sake of Assam's future, we have kept aside money every year. Compared to the last budget of the Congress government, the budget allocation now is around 300% more. During the last part of the Congress government, capital investment was Rs 2,951 crore. Now, the capital investment is around Rs 25,000 crore. This reflects the positive side of Assam's finances. To me, Assam is one of the best managed, fiscally prudent states."
Taking to X, the Chief Minister wrote, "Today's budget will spur household savings and bring a new momentum to the Assam growth story. All round progress of Assam is once again the centrepiece of this year's budget. From a new satellite for Assam to a Proton Therapy Centre to a dedicated OTT platform, Assam budget comes with innovative but realistic schemes. #AssamBudget stands for improving the lives of the downtrodden, prepares Assam for Industry 4.0, and helps unleash the power of our Yuva Shakti and Nari Shakti. My compliments to Finance Minister @ajantaneog and the team for presenting an exemplary budget."
