ITANAGAR: The first district-level monitoring committee (DLMC) cum review meeting of Anjaw district was held on Monday at Hayuliang Ampani Lodge, focusing on critical development challenges, sectoral coordination, and the effective implementation of government schemes.
The meeting was chaired by IFS officer Koj Rinya in the presence of deputy commissioner Millo Kojin, Hayuliang ADC, zilla parishad members and heads of departments.
Speaking on the occasion, Rinya emphasised the need for stronger synergy between government departments and panchayati raj institutions to ensure efficient delivery of public services.
The session saw a detailed review of ongoing developmental activities and discussion on issues hampering progress across sectors like agriculture, banking, and rural development.
During the deliberations, Manchal ZPM highlighted a shift among farmers from orange cultivation to kiwi farming, citing better market prospects and suitability to the region’s climate.
He appealed for a greater allocation of kiwi plants to support this transition. Hayuliang ZPM Ama raised serious concerns over the lack of cooperation from State Bank of India (SBI) officials, pointing to delays in opening bank accounts and processing subsidies under government schemes like ANKY and ANBY. The matter was presented as a significant hurdle in timely financial assistance to beneficiaries. ZPM Mailu Tega drew attention to the large-scale damage suffered by large cardamom plantations due to snowfall over the past three years. She expressed disappointment over the absence of any official loss assessment by the horticulture or agriculture departments. She also flagged irregularities in the distribution of insecticides and pesticides, leaving farmers vulnerable to pest attacks and crop failures.
Responding to the issues raised, Rinya urged officials to conduct proactive field visits and address grievances without delay. She encouraged PRI members and departmental heads to formulate detailed and practical project proposals, especially under the Vibrant Village Programme (VVP), for submission to the government. She further advised the use of modern technology such as drones for field monitoring and surveys, particularly given the difficult terrain and infrastructural constraints in Anjaw. Stressing the need for innovation in service delivery, she called upon agriculture and allied departments to adopt tech-driven solutions to better serve remote communities. Secretary Rinya also directed the deputy commissioner to identify suitable land for establishing an integrated farming model in the district. This, she said, would promote agricultural diversification, improve farmer incomes, and enhance food security. The meeting also included a comprehensive review of departments, including education, healthcare, public distribution, and rural development.
