Assam: Additional CS B. Kalyan Chakravarthy lays stress on demographically skilled labour force

Additional CS B. Kalyan Chakravarthy stressed the importance of a skilled youth workforce for Assam's economic transformation.

GUWAHATI: The Additional Chief Secretary to the Government of Assam, B. Kalyan Chakravarthy, emphasised the need for a demographically skilled labour force, particularly among the youth, who will play a pivotal role in the state’s economic transformation.

The IAS officer said this at the Indian Chamber of Commerce’s (ICC) “Guest of the Month – Ease of Doing Business” session at the NEDFi Conference Hall in Guwahati.

The event was aimed at empowering the workforce and fostering entrepreneurship in the region by providing strategic insights on labour welfare, skill development, and economic growth. Dr. Chakravarthy highlighted key reforms and ongoing initiatives by the Assam government to improve the business environment, streamline regulatory frameworks, and align skill development programmes with industry needs. He emphasized the importance of creating a skilled workforce capable of meeting the demands of emerging sectors such as manufacturing, IT, and services, while also encouraging private-sector partnerships to drive innovation and growth.

Dr. Kalyan underscored the critical role that skill development plays in increasing Assam’s GDP, aiming to elevate the Gross State Domestic Product (GSDP) from Rs 68.7 billion to Rs 143 billion. He discussed key areas for future growth, including hydrocarbons, infrastructure, pharmaceuticals, electronics, agriculture, and bamboo logistics, alongside initiatives like the Assam Skill University and high-tech fields such as robotics, 3D printing, and artificial intelligence.

Dr. Kalyan also emphasized the need for a demographically skilled labour force, particularly among the youth, who will play a pivotal role in the state’s economic transformation. The UNNATI Scheme was highlighted as a key initiative to empower local entrepreneurs, with the involvement of banks and financial institutions to support skill development and business expansion. Dr. Kalyan concluded by urging the state to evolve quickly to stay competitive, stressing the urgency of accelerating economic development to avoid falling behind in a rapidly changing global landscape.

The session featured an engaging discussion with industry leaders and entrepreneurs on enhancing the ease of doing business and creating a robust entrepreneurial ecosystem. ICC’s Assam & Meghalaya State Council, Chairman, Mr. Sarat Kumar Jain, highlighted the importance of fostering inclusivity in skill development and entrepreneurship, ensuring equal opportunities for women, youth, and marginalized communities.
