Assam: Shoddy road works irk people in Digboi area

NHIDL Flags Contractor Negligence Amid Fresh Allegations of Substandard Work in Digboi's Golai Area

DIGBOI: While the NHIDL has already been taking a strong note of the gross negligence by the contractor in the on-going road work process in Digboi area, fresh allegations have been further levelled involving sub-standard work in Digboi’s Golai area in Tinsukia district.

According to the aggrieved people of Golai area, the contractor has used unapproved work materials without proper planning resulting in severe hurdles for their daily movements.

“The work is so carelessly done that our movements are impeded even the ailing patients were shifted elsewhere for the ease of medical treatment,” alleged an elderly women of Golai market area.

“Our to-and-fro movements from our homes are impeded by the unscientific and dangerous character of the work being done in different locations, and even the memorandum that was previously filed to Tinsukia DC has proven ineffective to this day. Safety measures have grossly been violated,” alleged Amit Dutta, a local vigilant leader of the area.

Meanwhile, the official sources at the NHIDCL informed that a Hydrabad based RK Infracorp Ltd was awarded the work via contract agreement signed on 22. 08.2023 for strengthening/Improvement to 2-Lane with Paved Shoulder from km 16+900 (Bogapani) to km 27+150 (Golai Gaon) on existing Dibrugarh to Ledo section with proposed Digboi Bypass (Green Field and Brownfield) (2-Lane+PS) of NH-315 (Old NH-38) in Tinsukia district in the State of Assam on EPC mode (Package-4).

Further upon investigation, it was learnt that the said work also categorized as “High Risk Project” have been further sub-let to private contractors from Arunachal Pradesh.

Earlier, Almondz Global Infra Consultant limited in JV with Ayoleeza consultant Private Limited had strictly instructed the Infracorp authority to remove all unapproved materials from the stockyard after following reports of unapproved cement being stocked  at the stockyard at Base camp in Digboi Ramnagar area.

The consultant further instructed the EPC contractor to ensure that the construction, materials and workmanship are in accordance with the requirements specified in the agreement, specifications, standards and good industry practice.

Sources also informed that based on overall assessment on various parameters including the snail pace progess, completion ratio and non -responsive nature of the contractor towards the official call of the NHIDCL on various ocassions, the MD Infracorp along with the sub contractor were instructed to report the NHIDCL Head Office at New Delhi on Tuesday.
