Rationalized land premium in urban areas, holiday list of 2025

GUWAHATI: The state cabinet took several important decisions today regarding a rationalised land premium in urban areas, providing relief to microfinance borrowers, approving the 2025 holiday list, strengthening the Mrityunjoy Ambulance Service, etc.
The Cabinet gave its approval to the proposal for rationalisation of the premium of land in Guwahati and other urban areas in the state. The premium rates in respect of lands with RCC houses standing will be ten percent of the extent zonal value as a down payment for getting such a conditional patta and 40 percent of the current zonal value as applicable as an arrear premium at the time of the grant of NOC. The premium rates for land where other types of houses are standing will be three percent of the extent zonal value as applicable as a down payment for getting such a conditional patta and 27 percent of the current zonal value as applicable as an arrear premium at the time of the grant of the NOC. However, such conditionally settled lands in both above cases shall be inheritable and mortgageable to banks.
The cases where settlement has been made after payment of 100 percent applicable premium will not be reopened. The applicants who have already paid 30 percent of the applicable premium will also be given the benefits of this rationalised dispensation.
The Cabinet approved the rollout of the Assam Microfinance Incentive and Relief Scheme category III phase 2 relief, covering over 78,000 borrowers with a support of over Rs 223 crore.
The cabinet approved the holiday list for the year 2025. The holidays will be segregated as follows: 36 gazetted holidays, 37 restricted holidays, 1 half-holiday, and 18 holidays under the NI Act. This list included seven restricted holidays. They are Rongkar Puja, Gurudev Kalicharan Brahma Jayanti, Swargadeo Sarbananda Singha Divas, Sati Radhika Utsav, Nuakhai Festival, Wangala Festival, and Bir Raghav Moran Divas. The Cabinet approved the release of Rs 115 crore as payment to the service provider to facilitate the continued operation of 108 Mrityunjoy.
The Cabinet sanctioned Rs 110 crore for the VRS benefit of ASAMB employees as the first installment. The Cabinet approved the change of name of Sankardev Nagar to Srimanta Sankardev Nagar in Hojai.
