Assam Drafts New Service Rules: 2-Year Probation for School Staff, Revised Promotion Criteria

The School Education department has decided to introduce a probationary period for teaching and non-teaching staff, following the Education department's draft Service Rules for college appointees.

Guwahati: Following the state Education department’s decision in the draft Service Rules that appointees in colleges will have to undergo a probationary period before regularisation of their appointments, the School Education department has taken a similar decision in the case of teaching and non-teaching staff in schools. Newly appointed staff in schools will now have to go through a 2-year probationary period.

This provision is included in the draft rules named Assam School Education (Teaching and Non-Teaching Employees) Government and Provincialised Schools Service Rules, 2024. These rules shall apply to the employees appointed and functioning for teaching and non-teaching purposes, including the tutors in the secondary schools (higher secondary schools, senior secondary schools & high schools) and elementary schools (upper primary schools and lower primary schools), which are either government schools or provincialised as per several legislations passed by the Assam government.

According to the draft rules, during the probationary period of 2 years after appointment to the particular teaching and non-teaching post, the incumbent shall be paid only the basic pay that excludes all other service benefits that after the completion of the probationary period and on satisfactory performance shall be integrated to the regular post as shall be determined by the state government. In the draft rules pertaining to the promotion of teaching staff at the secondary level, 25% of the vacant teaching posts essential in terms of PTR and subjects have to be filled up by the promotion of existing teachers in elementary and secondary levels. Those having higher qualifications will be eligible to apply for recruitment to higher teaching posts in the TeT cum Recruitment Test for Secondary Level.

In terms of promotion of teachers from primary to elementary level, 25% of the vacant teaching posts essential in terms of PTR shall be filled up through promotion of existing teachers during recruitment, and merit shall be determined by a separate percentile of marks or the text marks secured by the existing teachers.

Regarding promotion to the post of the Head of the Institutions for secondary level, 20% of the vacancies shall be filled up by direct recruitment, 5% shall be filled up by AES officers on probation for a maximum of three years, and 75% of the posts shall be filled up by existing teachers, based on seniority and past performance.

For promotion to the post of the Head of the Institutions at the elementary level, 25% of the vacancies shall be filled up by direct recruitment, and 75% of posts shall be filled up by existing teachers, based on seniority and past performance.
