Assam to Hire Retired, Regular Faculty for New Model Degree Colleges

State to fill 50% teaching posts in new Govt Model Degree Colleges with retired faculty from provincialised and govt colleges.

Guwahati: The state government has decided to fill half of the teachers’ posts in newly created Government Model Degree Colleges from among the retired faculties of Provincialised and government colleges in the state. The other half of the faculties in such colleges will comprise regular teachers, who have to undergo a probationary period of three years prior to their regularisation.

The Higher Education Department has notified the guidelines for the selection of Principal/Teacher/Grade-III/MTS for the newly established Government Model Degree Colleges of Assam and new/additional streams in Government/Provincialised Colleges of the state.

The principal’s post in the Model Degree Colleges will be a regular post, and the appointment will be done by the Director of Higher Education, Assam, on the recommendation of the Governing Body after selection by the Selection Committee. The principals shall be appointed for a period of 5 years or at the discretion of the Government of Assam. The selection procedure will be the same as that of regular principals of provincialised colleges/government colleges.

According to the guidelines for the selection procedure of teachers, 50% of the teachers of each department of the newly created government model degree colleges and for new or additional streams in government and provincialised colleges shall be recruited from the retired faculties of provincialised colleges and government colleges up to the age of 65 years at a consolidated remuneration of Rs 1 lakh per month, over and above their pension.

The balance 50% of the teachers of each department shall be recruited as regular faculty with a provision of a 3-year probation period on a fixed pay basis. However, if three teachers are proposed in a department, two teachers shall be recruited from the retired faculty, and one teacher shall be appointed as regular faculty on probation for 3 years. However, the government shall have the authority to reduce the number of faculty members appointed from among retired teachers once the college is established and operationalised completely.

In the case of newly established Government Model Degree Colleges of Assam, the governing bodies shall include local MLAs as members for the first five years from the date of establishment. Thereafter, they shall continue as invitees to the Governing Body meetings. The respective governing bodies of the concerned model degree colleges, government colleges and provincialised colleges shall recommend names of selected candidates to be engaged as teachers by following the existing procedure.

After completion of a 3-year probation and subject to fulfilment of the conditions, their services will be regularised with the approval of the Governing Body. The Principal of the College will be the competent authority for notifying the regularisation, without any requirement of approval from the Higher Education Department or the Directorate of Higher Education, Assam.

For Grade-III employees in Model Degree Colleges, two persons shall be engaged on a fixed pay basis by the Governing Body or may be attached to the College by the District Commissioner from the Line Departments or by the State Government from the general surplus pool.

Regarding the Multi-Tasking Staff (MTS), two persons shall be deployed as MTS by the District Administration/State Government from the general surplus pool.

The Grade-III and MTS employees will be employed on a contractual basis.
