PIL filed against delay in Greenfield Airport construction

Itanagar, Dec 7: A public interest litigation (PIL) was, on Wednesday, filed at the Itanagar Permanent Bench of Gauhati High Court seeking early construction of Greenfield Airport at Hollongi near here.
One Payi Gyadi of Barapani Naharlagun had filed a PIL in the court of Justice Ajit Borthakur against Union of India, represented by the secretary of Civil Aviation Ministry and six others.
The petitioner prayed for a direction to the respondents, particularly the Union of India, to expedite the construction of Greenfield Airport at Hollongi in Papum Pare district of the State.
The Court after hearing Kento Jini, the counsel for the petitioner, and Assistant Solicitor General Pritam Taffo for Union of India as well as Senior Additional Advocate General Kardak Ete and Government Advocate Hage Laxmi , issued notice of motion calling upon the respondents to show cause as to why a rule should not be issued as prayed for and why such order(s) should not be passed as deemed fit and proper.
The notice has been made returnable within four weeks.
Taffo and Laxmi accepted the notices on behalf of their respective respondents. The court felt that the respondents do not require formal notice but provided the requisite extra copies of the PIL.
The other respondents in the PIL include the chairman of Airport Authority of India, the principal secretary to Prime Minister’s Office, the deputy secretary, Cabinet Secretariat of Rashtrapati Bhawan, the state of Arunachal Pradesh represented by the chief secretary, the commissioner and secretary of state Civil Aviation department and Papum Pare DC. The other counsels for the petitioner were G Bam, TT Tara, D Loyi, B Picha and J Jini.
The Greenfield Airport project has been hanging fire for the past several years.
Initially, Karsingsa located 25 km from the State capital was proposed as the site for the airport and its foundation was laid by former Union Home Minister Shivraj Patil on February 20, 2007. But the site was rejected and Hollongi, about 20 km from Itanagar, along Assam-Arunachal boundary was selected for the project.
On the basis of State Cabinet’s decision of May 18, the State government had recommended Hollongi as the final site for construction of the airport.
Moreover, a central joint inspection committee visited Itanagar to study the feasibility of the site. The committee recommended Hollongi as the feasible site.
